Kaptur-Rogowski House - Erie County Health Department

Tec Inc. provided Mechanical, Electrical, and Plumbing (MEP) services for the Kaptur-Rogowski House, a 14-bed facility offering crisis stabilization for adults facing mental health or substance use challenges. This single-story building, now fully operational, delivers around-the-clock care, offering residents essential services such as meals, private rooms, showers, and access to group therapy and support.

Named in honor of U.S. Representative Marcy Kaptur, the facility is certified as a Class 1 Residential Facility. It serves as a temporary refuge for individuals in crisis, providing not only safety and support but also connections to long-term care services like mental health treatment, addiction recovery, and other essential resources.

One of the project's challenges included ensuring the installation of fire-rated ceilings in all areas, which required careful planning due to space limitations. Tec’s team used AutoCAD for design and Visual for lighting calculations, helping create a welcoming environment with a focus on natural light in shared spaces. Each resident room includes individualized HVAC controls for enhanced comfort during their stay.

The project was completed on schedule and within budget, with positive feedback from the Erie County Health Department. Local stakeholders have praised the facility for its vital role in offering immediate care and collaboration with community partners, including the ADAMHS Board of Erie County, which contributed $1,000,000 to the facility's operating expenses.
